Charles is living in the same town with wife #2 Ann.  His oldest child is 10 years old which would have made Ann 12 years old when she had him.  I think Sarah is the child of Martha his first wife.
Are the children Mary J. age 6, Avena age 5, and James D. age 3 Martha's or Anna's?  

Anna probably raised them so that's where the sealing could be done.

After the Civil War some of the Pence children moved to Arkansas and changed the spelling of Pence to Pense.
