Magistrate Hogan yesterday held an examination in the charge of criminal libel brought by Henry W. Ranger, the landscape artist, against David C. Preyer, editor and publisher of The Collector and Art Critic, published at 13 West Twenty-eighth Street, for an article published in the issue of that paper dated Jan. 17.
