Phillip James apparently came to Washington County, Mississippi Territory around 1804 where he owned property and is listed on the tax rolls in 1804. Washington County Mississippi Territory stretched from the Chattahoochee River to the Pearl River. Mississippi Territory was created by act of Congress in 1798. Washington County Mississippi Territory was created by Gov. Winthrop Sargent on June 4, 1800. Baldwin County, Al and Wayne County, Ms were created in 1809 from Washington County, Mississippi Territory.
