                   Governor General of Canada (1952-1959). The first native-born Canadianto hold
that office. He was educated at the University of Toronto and theUniversity
of Oxford. He taught modern history for some years before joining theDominion
Cabinet in 1925.
He was to later serve as Canadian Minister to the United States ofAmerica
(1926-1930) and High Commissioner for Canada in Great Britain(1935-1946).
The Massey Report (1951) contained his evaluation of the status ofthe
Canadian arts and culture and his recommendations for governmentsubsidies to
the arts, which have since become an integral part of Canadiannational policy.
