The Mormon outpost of Franklin, in North Cache Valley, was first thought to be within the boundry of Utah Territory, and was represented as a part of Cache County in the Utah Territorial Legislature until the official survey of 1872 established the boundary line between Utah and Idaho Territories. Franklin thus came within the limits of old Oneida County, which at that time, embraced all of Southeastern Idaho. The Worm Creek District, as it was know during the early settlement period, (L.D.S. Branch 1877-1879 and Worm Creek Ward 1879-1881), was named Preston on May 14, 1881, at a special meeting held in the school house, attendedby several Cache Stake and Franklin Ward Officers. The name Preston was suggested by Sister Rachel Porter who is the wife of Bishop Nahum B. Porter, in honor of Bishop William B. Preston.
