During the French and Indian War, Tobias Saunders served as an officer in the Rhode Island Militia. In Aug. 1759, Tobias Saunders served as an Ensign for the Charlestown Company of Col. William Pendleton's Kings County Regiment. By May 1760, the Regiment was commanded by Col. Joseph Hazard and Tobias had been promoted to Captain and was the Company Commander of the Charlestown Company. In June 1761 he continued to command the Charlestown Company and was also listed as a Justice of the Peace for Charlestown, a post he held again between 1772-1776.

The size of the companies varied from fifty to one hundred men, and the regiments from five to thirteen companies, as the exigencies of the situation demanded. Each regiment was commanded by a Colonel, with his staff, consisting of a Lieutenant-Colonel, a Major, and an Adjutant. Usually each regiment had a Chaplain, a Commissary, and a Surgeon. In some campaigns a Deputy-Commissary, a Quartermaster, a Sutler, an Assistant Surgeon, and an Armorer were attached to the regiment. In no campaigns did two Rhode Island regiments operate in the same expedition. In the campaign of 1762 the Rhode Island regiment was divided into two detachments, the one operating about Albany being under the Colonel, and the one taking part in the siege of Havana being under the Lieutenant-Colonel.
Each company had a Captain, a Lieutenant and an Ensign and in some campaigns a Second Lieutenant also. The first, second and third companies were (except in the campaign of 1755) under the command of the Colonel, the Lieutenant-Colonel and the Major, respectively. The First Lieutenant of each of these three companies was ofter styled Captain-Lieutenant and drew a Captain's pay. The Regiment's Adjutant was chosen from the company of Lieutenants and acted in both capacities. The non-commissioned officers were Sergeants and Corporals....
