BIOGRAPHY: Letter from government to E.M. Waterbury 10 Oct. 1945 Dear Sir: It
is with pleasure that I give details - any of which may be published - of the
part played by Mr. Royal G. Tobey in our work, as requested in your letter of
Oct. 5. Having obtained leave of absence from Eastman Kodak Company, Mr.
Tobey joined the staff of the Ordnance Development Division in September 1942
as a member of the Proof Operations Section, and was place in charge of
photographic work at a proving ground which was then in operation at Fort
Fisher, NC. His readiness to assume responsibility and his ability in
directing the work of others led to his being placed in charge of a new
proving ground at Blossom Point, MD, about 40 miles south of Washington, where
operations were started early in 1943. There, under general supervision from
Washington, he and a staff of about 15 other members of the Proof Operations
Section performed a large part of the field testing involved in the
development of the generator-powered rocket and trench mortar proximity fuses.
To Mr. Tobey great credit is due for the high group morale which prevailed at
Blossom Point, and for the accuracy and completeness of the data obtained. He
was very effective in supervising construction work, in establishing and
maintaining telephone and radio communication systems and power installations,
and, with Mrs. Tobey, in maintaining local good-will. To our regret, Mr. Tobey
was the victim of one of the few serious accidents which occurred in the
    course of our work.
His cheerfulness and fortitude at the time of the accident and in the months
following have been an inspiration to all who knew him. At his request, Mr.
Tobey was released last month to return to Eastman Kodak Company. As he
resumes his peace-time work, he has the best wishes of us all for continued
    success.
