BIRTH: Grace A. Waterbury and Edwin M. Waterbury, Jonathan Waterbury Genealogy (Oswego, New York: Palladium-Times, Inc., 1930) BIOGRAPHY: He has become one of the best known agricultural and dairy leaders in the State of New York. He is at present (1930) director of the Bureau of State Institution Farms, of the New York State Department of Agriculture and Markets, with headquarters in Albany, New York. He has been president since 1927 of the New York Holstein-Freisan Association, Inc., with its principal office at the Court House, Syracuse, New York. he has been secretary since 1922 of the New York State Agricultural Society with headquarters in Albany, New York. He was elected in 1929 president of the New York State Dairymen's Association. His preliminary education was received in the rural schoolsof his locality, and later he attended the New York State Normal School at Cortland, New York. Early in life he was for four years a school teacher, but the greater part of his adult life has been devoted to farming and farm interests. He was manager of the Carnation Milk Farms at Seattle, Washington, and Oconomowoc, Wisconson, for three years. In 1911 he qualified for service in the State of New York by passing the Civil Service Examinations, and since that time he has been continuously in the service of that state advancing through the grades of manager of State Institution Farm, Inspector of State Institution Farms and Directory of State Institution Farms to which latter position he was appointed, 16 Jul 1921, by Berne A. Pyrke, Commissioner of Agriculture and Markets of New York State. In this position he has supervision of all State institution farms in New York State, these comprising in all 37,195 acres of land, valued with their buildings at $3,500,000. In these 42 institutions, 70,000 State wards are fed and cared for. As might be imagined from the number of his responsibilities, Charles H. Baldwin ia a very busy man and he must work continuously and with vigor to meet the demands made upon his time. Nevertheless he manages to find time for some social diversions and to spend the summer week ends with his family at his camp at Malloryville, near Cortland, New York (Freeville, New York RD17), during the period that they are there. He holds membership in the Odd Fellows, Rackett River Lodge No. 213, F & A M and in Temple Chapter No 5, the Albany Rotary Club, New York State Grange and New York State Agricultural Society. Mr. Baldwin ia a contributor to various agricultural magazines and publications. He and his wife are members of the Madison Avenue Presbyterian Church in Albany, New York.
