I don't know about this story.  I don't see how either of her parents had another marriage, so where did the step brother come from?
I don't think this is our William Cowan.  1900 Census says Martha (dosher) Cowan had 7 children, 7 living.

                   Hello Naomi,

We are researching my wife's (Peggy Davis Price) genealogy and came across a match for Martha "Mattie" Doshier married to Wm. L. Cowan in AR in your information. Their daughter Dona or Donna or Nettie Dona Cowan is my wife's grandmother. Dona married James Oscar Davis. We have a family story that Dona died at the birth of Peggy's dad, Carl Wendell Davis, in 1920. Do you show a different death date than 1920 for Dona? Carl was raised by his aunt Flora Davis Schwearjohan starting in 1920 and moved to Kern County CA. We do not know what happened to Dona, but have one small photo of her. Do you know where she went, when she died and where she is buried? We flew to Mansfield AR and searched all cemeteries with no success in finding Dona.
