There is some discerpency. 1900 census states that he was born in Jan 1877, this military registration says that he was born in 1876. The Emily Jane mentioned would match his mother's name, yet the voter registrations I got had him married to a Mary Helen Graff. I don't know what the answer is. I have found that alot of the draft registration do have the births off by a year. Although in the 1880 census, in Jun 1880 he was 4, not 3, that would put his birth at 1876. 1910 census had him as 34 in Apr 1910. That would also support the Jan 1876 birthdate.
