Edward Blay was a large land owner, a judge in the Provincial Court who presided over trial of capital punishment and treason. He is well-documented in the Archives of Maryland, Provincial Court Judgements, 1682-1702. He helped negotiate a tr3aty with three Indian tribes, the Delawares, the Savanolls, and the Susquehannas on behalf of Lord Baltimore. He was a Colonel in the Cecil County Militia and a member of the Maryland Legislature from Cecil County in 1706-1707, and in Kent County in 1713. He also served as a County Commissioner who drew up the boundary lines of Kent County (which have not changed from that time).
